What is EU type approval of a vehicle or type of vehicle?
EU type approval of a vehicle or vehicle type (otherwise known as WVTA Whole Vehicle Type Approval) means the fulfilment of technical requirements by a particular type of vehicle based on the Polish law on the approval of vehicles and their equipment (Journal of Laws of 2023, item 919) and Regulation of the Minister for Infrastructure on the type approval of motor vehicles (Journal of Laws of 2023, item 1651).
The entity issuing the decision on the EU type approval of a vehicle or vehicle type, based on the testing conducted by BOSMAL Automotive Research and Development Institute as the technical service, is Transportation Technical Supervision (TDT) in Poland (documents according to TDT).
What is required to carry out EU type approval of a vehicle or vehicle type?
To carry out EU type approval of a vehicle or vehicle type, the following items – among others – are required:
- application to TDT for issuing or changing the EU type approval certificate or type of vehicle, drawn up according to the model specified in Annex No. 9 to the Regulation of the Polish Minister for Infrastructure (Journal of Laws of 2023, item 1651),
- an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 2020/683 (categories M, N and O),
- an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 2015/504 (categories T, R),
- an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 901/2014 (category L),
- copies of the relevant EC/EU type approval certificates for the equipment or parts (where required),
- copies of the relevant UN type approval certificates (where required),
- a statement of data and information on the vehicle, drawn up according to the example specified in Annex No. 11 to the Regulation of the Polish Minister for Infrastructure on type approval of motor vehicles, (Journal of Laws of 2023, item 1651),
- a list of persons authorised to sign EC compliance certificates, drawn up according to the model specified in Annex 10 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 1651),
- written authorisation for a third party to represent the manufacturer in the TDT type approval procedure (if applicable),
- a copy of proof of payment of stamp duty (cost: PLN 17) in the case of a third party representing the manufacturer in its dealings with TDT (for each instance of interaction via a plenipotentiary):
