What is type approval?

Type approval is a procedure whereby an EU Member State (such as Poland) certifies that the type of vehicle, system, component or separate technical unit complies with the relevant administrative provisions and technical requirements.
Approval means release for use on the road and registration in every country in the European Union. To obtain such a certificate, it is necessary to carry out all applicable type approval tests. Approval tests may only be carried out by authorised technical services (for example, BOSMAL). The certificate of approval is issued by the approval authority of the EU Member State concerned (in the case of Poland, TDT – Transportation Technical Supervision) on the basis of tests carried out by an authorised technical service.

Full determination of the scope of approval tests and defining the necessary documents requires individual agreement with the client; therefore, the scope of work and the range of documentation to be provided is determined on an individual basis.

EU type approval of a vehicle or vehicle type

What is EU type approval of a vehicle or type of vehicle?

EU type approval of a vehicle or vehicle type (otherwise known as WVTA Whole Vehicle Type Approval) means the fulfilment of technical requirements by a particular type of vehicle based on the Polish law on the approval of vehicles and their equipment (Journal of Laws of 2023, item 919) and Regulation of the Minister for Infrastructure on the type approval of motor vehicles (Journal of Laws of 2023, item 1651).

The entity issuing the decision on the EU type approval of a vehicle or vehicle type, based on the testing conducted by BOSMAL Automotive Research and Development Institute as the technical service, is Transportation Technical Supervision (TDT) in Poland (documents according to TDT).

What is required to carry out EU type approval of a vehicle or vehicle type?

To carry out EU type approval of a vehicle or vehicle type, the following items – among others – are required:

• application to TDT for issuing or changing the EU type approval certificate or type of vehicle, drawn up according to the model specified in Annex No. 9 to the Regulation of the Polish Minister for Infrastructure (Journal of Laws of 2023, item 1651),
• an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 2020/683 (categories M, N and O),
• an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 2015/504 (categories T, R),
• an information document drawn up in accordance with the model set out in Annex I to Regulation (EU) 901/2014 (category L),
• copies of the relevant EC/EU type approval certificates for the equipment or parts (where required),
• copies of the relevant UN type approval certificates (where required),
• a statement of data and information on the vehicle, drawn up according to the example specified in Annex No. 11 to the Regulation of the Polish Minister for Infrastructure on type approval of motor vehicles, (Journal of Laws of 2023, item 1651),
• a list of persons authorised to sign EC compliance certificates, drawn up according to the model specified in Annex 10 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 1651),
• written authorisation for a third party to represent the manufacturer in the TDT type approval procedure (if applicable),
• a copy of proof of payment of stamp duty (cost: PLN 17) in the case of a third party representing the manufacturer in its dealings with TDT (for each instance of interaction via a plenipotentiary):

Type approval of a type of equipment or component

What is the type approval of an item of equipment or component?

Approval of a type of equipment or component in relation to a vehicle or vehicle type means compliance with the approval requirements for individual vehicle components based on the Polish law on the approval of vehicles and their equipment (Journal of Laws of 2023, item 919).

What is required to carry out equipment or component type approval procedures?

The following must be prepared for the type approval of equipment or component:

• an application to TDT for issuing or changing the type approval certificate of the equipment or component,
• an information document drawn up in accordance with the example set out in the applicable UN Regulation, EU Regulation or EU Directive,
• information and instructions, specifying the conditions or restrictions related to the use of the vehicle, item of equipment or component which affect road safety or environmental protection (if any),
• assembly instructions (in the case of UN type approval certificates for an item or component),
• copies of the relevant EC/EU type approval certificates for the equipment or component (where required),
• copies of the relevant UN type approval certificates (where required),
• authorisation to represent the Manufacturer in the TDT type approval procedure (if applicable),
• a copy of proof of payment of stamp duty (cost: PLN 17) in the case of a third representing the manufacturer in its dealings with TDT (for each instance of interaction via a plenipotentiary):

Type approval tests related to mounting of additional gaseous fuelling systems in vehicles

What are type approval tests related to the assembly method of gaseous fuel supply systems in vehicles (often abbreviated to gas system approval or type approval tests for gas supply installations)?

Type approval tests on the installation of an assembly adapting a given type of vehicle to enable it to run on gaseous fuel, in relation to a vehicle or vehicle type, means meeting certain technical requirements relating to the assembly of this installation based on the Polish law on the approval of vehicles and their equipment (Journal of Laws of 2023, item 919) and Regulation of the Ministry of Infrastructure on approval tests related to the assembly method of gaseous fuel supply systems in vehicles (Journal of Laws of 2023, item 2001).

The body issuing the decision on the approval tests of the method of assembly of the installation adapting a given type of vehicle to run on gaseous fuel, assembly installation of the R115 installation, based on the testing carried out by BOSMAL Automotive Research and Development Institute as the technical service, is Transportation Technical Supervision (TDT) in Poland (document according to TDT)

What is required to carry out the procedure of approval tests related to the method of assembly of gaseous fuel supply systems in vehicles?

To carry out the procedure of approval tests of the method of assembly of the autogas feed system in vehicles, the following must be prepared:

• an application to TDT for issuing (or changing) the type approval certificate, prepared according to the template specified in Annex 10 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 2001),
• a type-approval test report issued by a technical service,
• a list of elements used in the method of assembly of the gaseous fuel supply system in vehicles, prepared according to the template specified in Annex 13 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 2001),
• a list of production facilities assembling the installations in question (adapting a given type of vehicle to gaseous fuel supply), prepared according to the template specified in Annex 14 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 2001),
• a declaration on the method and measures of ensuring the conformity of assembly of the installation adapting a given type of vehicle to gaseous fuel supply,
• a declaration of inclusion in the Polish Central Registry of Information on Economic Activity or the register of enterprises in the Polish National Court Registry, or in the appropriate register of the competent national authority for the applicant’s registered office, prepared in accordance with the example specified in Annex 15 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 2001),
• a list of persons authorised to sign extracts from the certificate of approval of the assembly method of the gaseous fuel supply system in vehicles, prepared according to the example set out in Annex 11 to the Regulation of the Ministry of Infrastructure (Journal of Laws of 2023, item 2001),
• written authorisation to represent the Manufacturer in the TDT Type approval procedure (if applicable),
• a copy of proof of payment of stamp duty (cost: PLN 17) in the case of a third party representing the manufacturer in its dealings with TDT (for each instance of interaction via a plenipotentiary):

Conformity of production

What is Conformity of Production (COP)?

Conformity of Production procedures aim to ensure compliance of each manufactured vehicle, system, component or separate technical unit with an approved type. Such procedures consist of checking whether the manufacturer is able to produce a vehicle, system, component or separate technical unit in a repeatable manner and in accordance with the type approval.
Conformity of Production consists of two steps and includes initial assessment of quality management systems and verification of designs and methods ensuring compliance of the production of vehicles, systems, components or separate technical units covered by the approval certificate. It is also a required element of the approval procedure. The scope and manner of conducting conformity of production procedures are described in Annex 8 to the Regulation of the Minister for Infrastructure on the type approval of motor vehicles (Journal of Laws of 2023, item 1651), Annex 7 to the Regulation of the Minister for Infrastructure on the approval tests related to the assembly method of the gaseous fuel supply system in vehicles (Journal of Laws of 2023, item 2001), as well as in relevant EU regulations and directives and UN regulations.
